Corsair Cove is a city builder where your economy runs on pirate mouths — not just mines and mills. This Corsair Cove crew guide maps the full ladder from Drifters (builders with zero upkeep) through Greenhands to Corsairs, lists every need category (food, booze, clothes, equipment), and explains Cohesion — the morale currency you earn and spend on events. | Fact | Detail |
|---|---|
| Unassigned | Drifters — build only, no upkeep |
| Assigned ladder | 12 ranks — Greenhands → Corsairs |
| Core needs | Food · Drink · Clothes · Equipment · (luxury at high tiers) |
| Morale currency | Cohesion — earned from Deeds, events, exploration; spent on choices |
| Distribution | Galley · Tavern · Outfitter — not Warehouses alone |
| Ship crew | Separate assignment; booze minimum before sailing |
| Haulers | Fetchers move goods — see logistics guide |
| Buildings | 100++ structures feed chains — buildings |
Population splits into Drifters — unemployed builders who erect every structure — and assigned pirates who staff workshops, haul as Fetchers, or crew ships. Promotion raises output but stacks upkeep. The assigned ladder runs Greenhands → Swabbies → Scallywags → Picaroons → … → Marauders → Corsairs — twelve ranks above Drifter, each expecting better rations and gear.
| Tier band | Examples | Typical role |
|---|---|---|
| Drifters | Drifters | Construction queues — no food or booze cost |
| Early assigned | Greenhands · Swabbies · Scallywags | Woodcutters, Sawmills, first Fetchers |
| Mid assigned | Picaroons · Crow's Eyes · Bombardiers · Navigators | Metal chains, gun crews, specialized workshops |
| Senior assigned | Masterhands · Buccaneers · Renegades · Marauders | Advanced production, large ship complements |
| Elite | Corsairs | Top-tier workers and flagship crew — highest upkeep |
Drifters arrive from shipwreck survivors, random events, and camp capacity. They never eat your stew but also never operate a Bloomery. The moment you click assign on a Woodcutter, you promote into Greenhands (or the next open rank) and stew demand begins. Keep a reserve of Drifters for build spikes; promote the rest only when Galley output matches.
Island workers and ship crew draw from the same housing pool but consume differently. Crew on the Landlubber need Tavern booze at minimum; long voyages add Expedition Supplier goods. A pirate can work a Sawmill by day and sail at dusk — plan both stew and booze lines before you tick the crew checkbox on a hull. Hull limits and stats are on ships.
Each rank expects more than the last — the need breakdown is next.
Corsair Cove splits production from distribution. Workshops make goods; Galley, Tavern, and Outfitter deliver them. Unmet needs drop satisfaction, slow work, and bleed Cohesion. The four buckets every player tracks are food, drink, clothes, and equipment — plus luxury goods (tobacco, jewellery, tattoo ink) for high tiers.

| Need | Goods (examples) | Buildings |
|---|---|---|
| Food | Stew · Hardtack · Cassava Bread · Turtle Soup · Roast Bird | Campfire / Stew Kitchen → Galley |
| Drink | Booze (ale) · Rum · Wine | Moonshine Still / Brewery → Tavern |
| Clothes | Slops · Boots · Fancy Clothing | Weaver chain → Outfitter |
| Equipment | Eye-patches · Sabers · Pistols · Spyglasses · Medicine · Peg-leg prosthetics | Armory / Barber Surgeon / specialist workshops → Outfitter or direct camp supply |
| Luxury | Tobacco · Jewellery · Tattoo ink | Late chains — buffer before promoting Marauders/Corsairs |
Greenhands live on Stew from a Galley linked to Campfire or Stew Kitchen output. Hardtack and Cassava Bread appear mid ladder; Turtle Soup and Roast Bird satisfy high tiers. Assigning production staff before stew flows is the number-one Cohesion leak on new islands — mirror the opening checklist on beginner guide.
Scallywags and above expect Slops and Boots from an Outfitter. Sabers, Pistols, and Spyglasses arrive later via equipment chains on production chains. Promoting ten Navigators without boots is how Warehouses fill with fabric while pirates still show unmet clothes icons.
Marauders and Corsairs want tobacco and jewellery-level goods. Build luxury chains only when mid-tier stew, rum, and clothes stay green — otherwise you starve the base to chase trinkets.
Needs met, Cohesion becomes your strategic buffer — not a background bar.

Cohesion is camp-wide morale currency — similar to stability in other builders but spent actively. You gain it from Deeds, exploration, positive events, and keeping needs satisfied; you lose it when rations fail and when you choose high-risk event options. Random sea and tavern events offer trades: spend Cohesion for loot, crew, shortcuts, or reputation.

| Cohesion… | Typical source / sink |
|---|---|
| Gain | Completed Deeds · voyages · tavern wins · needs fully met |
| Spend | Event choices · recruitment boosts · crisis responses |
| Passive drain | Unmet food, drink, or clothes on assigned pirates |
| Ship risk | Launching under-supplied crew before booze lines run |
| Recovery | Fix distributors first · pause promotions · run safe events |
Running the meter empty removes margin when the Crown probes your island or when a chain stalls mid-expansion. Keep a buffer before you accept risky sea cards — combat sinks are on combat guide, but land-side Cohesion collapses lose you workers before a fight starts.
When Cohesion dips, open the crew panel and sort by unmet need. Nine times ten it is stew (Galley link), booze (Tavern), or clothes (Outfitter) — not bad RNG. Cross-check Fetcher colors on logistics guide if distributors sit full while icons stay red.
Recruitment and housing determine who arrives — and who you can afford to promote.
Drifters arrive passively from camp capacity, shipwreck events, tavern outcomes, and regional Ambitions. You do not manually hire from a menu like an RTS — you expand housing, keep Cohesion healthy, and finish Deeds that reward bodies. Promotion happens when you assign pirates to buildings, Fetcher routes, or ship crew slots.
Sea and tavern events can dump five Drifters at once. If housing is full, newcomers leave or sit idle. Expand tents before you sail to event-heavy tiles — the tech tree Notoriety lane also boosts recruitment efficiency when you commit to that principle.
Assigning a Drifter to a Fetcher or Quarry promotes them into the lowest open tier and starts upkeep immediately. Unassigning does not always refund the promotion — plan assignments during pause. Mass-clicking workers during fast speed is how camps promote twenty Scallywags without twenty stew portions.
Higher tiers also need better roofs — housing gates below.
Tents handle opening Drifters and Greenhands. Principle-linked cabins — Classy, Bloody, Salty, Fancy — raise capacity and unlock drifter quality from events. Elite tiers expect fancy housing; trying to park Corsairs in tents caps satisfaction no matter how much rum you stock.
| Housing | Capacity (typical) | Tier gate |
|---|---|---|
| Tent | Low — opening sprawl | Drifters · Greenhands · Swabbies |
| Standard cabins | Mid | Scallywags through Picaroons |
| Principle cabins (Classy / Bloody / Salty / Fancy) | 8–25 per building | Mid-high drifters · senior workers |
| House / late housing | High | Marauders · Corsairs · large camp counts |
| Second Pirate Camp | New district range | Parallel Galley/Tavern required |
A Pirate Camp covers a circle. Cliffs outside it need their own camp or a connection path back to the hub. Higher housing on tier two without a second Galley imports starving Masterhands — duplicate distributors per district, not one mega-Tavern.
Fancy cabins cost planks and Compass points. Earn them after your stew and booze triangles run green, then place them inside existing camp range near Outfitter and Tavern so new elites instantly receive clothes and drink.
Stable crew unlocks achievements and fleet scaling — see FAQ for quick answers.
Drifters (unassigned) → Greenhands → Swabbies → Scallywags → Picaroons → Crow's Eyes → Bombardiers → Navigators → Masterhands → Buccaneers → Renegades → Marauders → Corsairs for assigned pirates.
Unmet needs — usually missing Galley stew, Tavern booze, or Outfitter clothes. Fix distributors, not Warehouse size.
Complete Deeds, win safe events, keep needs green, and avoid launching under-supplied ships.
Fetchers haul goods between buildings. Crew sail ships. Both need housing; Fetchers still eat stew.
Booze (ale) covers early ship crew; Rum and Wine appear mid-to-high tiers — see needs table above.
Expand housing, raise Cohesion, finish events and Ambitions that reward bodies.
Drifters (unassigned builders) arrive from housing capacity, shipwreck events, and tavern choices — expand Tents and cabins first. Assigned pirates come when you promote Drifters to Greenhands on workshops or Fetchers; you cannot hire from a menu. Keep Galley stew green before mass promotion. Full ladder on the recruitment section above.
Unassign and reassign if both camps connect; each district still needs its own distributors.
